In just three days, 179 animals received life-saving care in underserved rural communities!

In April, OIPA ETS launched a campaign to support its Member League Romania Animal Rescue during a three-day spay and neuter mission in rural Romania. The initiative aimed to bring essential veterinary care to communities where animals often live without access to even the most basic treatment.

From April 27 to April 29, the veterinary team operated in the villages of Ceacu and Perisoru (Calarasi County), reaching animals in urgent need of care.

Over the course of just three days, a total of 179 animals — primarily dogs — were sterilized and treated, marking a significant step toward reducing overpopulation and preventing further suffering.

Thanks to the support of some OIPA donors, 10 spay and neuter surgeries were directly funded, contributing concretely to the success of the mission and to improving the lives of animals who would otherwise have remained without care.

From Neglect to Care: Animals Reached During the Mission

Many of the animals brought to the campaign — particularly in Ceacu, where the team worked for two days — were strays living in extremely poor conditions. They were often infested with ticks, weakened, and suffering from neglect.

Each animal received not only sterilization, but also parasite treatment and identification through ear tags and tattoos, ensuring that they are now recognized as sterilized.

At the same time, several urgent medical cases highlighted the severity of the situation.

An infant puppy weighing less than 1 kilogram was brought to the Center of Hope with a serious rectal prolapse. Thanks to the expertise of Dr. Aurelian Stefan, the puppy underwent delicate surgery and is now receiving care.

A cat with a broken and bleeding jaw, likely the result of a road accident, was also transferred for emergency treatment.

Another stray dog, found in Perisoru, was suffering from two perforated eardrums and severe fungal infections, enduring intense pain before finally receiving the care it needed.

In addition, several dogs required full grooming, as their fur was so matted that it had become a source of further suffering.

A Coordinated Effort on the Ground

This mission was made possible by the extraordinary dedication of the veterinary team led by Dr. Aurelian Stefan and Dr. Roxana Elena Sten, supported by veterinary technicians Lakmal, Ovidiu, Roshan, and Amila.

They were joined by international volunteers and members of Romania Animal Rescue, as well as local organizers and volunteers in Ceacu and Perisoru, who ensured that animals were brought in and that the campaign could run efficiently.

Their combined efforts allowed the team to reach animals who would otherwise remain invisible and without care.

Moving Forward

With this campaign, Romania Animal Rescue is approaching an extraordinary milestone of 155,000 sterilizations carried out over the years.

Yet, the situation in many rural areas of Romania remains critical. Thousands of animals still live without access to veterinary services, exposed to disease, injury, and neglect.

Each sterilization is not just a single act of care — it is a step toward breaking a cycle of suffering that affects entire generations.

The tragic death of the four-year-old child attacked by a pack of strays in Bucharest raised the attention and the polemics on the stray dog population management. Well, Romania has been applying for years a killing policy against stray cat and dog populations without remarkable results in terms of reduction of their number, instead introducing a neutering and spaying campaign.
Well, the Romanian parliament approved a law reintroducing the euthanasia after 14 days in municipality pounds, unless administrations will have the financial resources to keep the animals longer. This new law deletes the 9/2008 law which stated that no healthy and sociable animal should be euthanized.
This law brings the country back to 2001, when a similar ordinance allowed the murdering of hundreds of thousands of dogs. Romania prefers to ignore the European Convention on Companion Animals, which says clearly that euthanize is not effective in solving the matter. The new law waited for 20 months, so the suspect is that the government take the “opportunity” of the tragic accident to adopt immediately the law, conscious of the support of the majority of politicians and citizens.

OIPA sent a letter to the Romanian ambassador of the European Union, Mihnea Ioan Motoc, asking to considerate the Written Declaration of the European Parliament of 13 October 2011 on dog population management in the EU, signed by 400 MEPs, as well as the recent “Appeal to stop the systematic slaughter of stray dogs in Romania” of the European Parliament’s Intergroup on the Welfare of Animals of 6 September 2013 and addressed to the President Mr Traian Băsescu.
OIPA asked a meeting to the ambassador Mihnea Ioan Motoc to discuss about the situation and to offer support and humane solutions to address the issue of stray animals.

CALL AGAINST MASS MURDERING OF STRAY DOGS IN ROMANIA

Stimati domni,

Ploiesti is a city in the South-East of Romania, about 35-40 miles away from Bucharest, the Romanian capital. Ploiesti has a high number of strays, up to 8,000 strays, and many owned unsprayed dogs allowed to roam freely in the streets too.
From the middle of June, dozens of stray animals – neutered and with ear tags or not, fed and well-known by the community and the neighbours, of all sizes and ages – vanished in the night or found poisoning the mornings after. “It has been very hard for citizens – especially children – to walk by dying suffering dogs or by dead bodies”, declared Alex Ionescu of Romanian Stray Dogs Ploiesti, OIPA member league.

The local organization Romanian Stray Dogs Ploiesti (RSDP) calls it “June Ploiesti Siege” against homeless animals. Well, from the second week of June RSDP started receive many calls from local animal lovers signalling poisoning and men wearing blue/dark red overalls tranquilized and took in their vans dozens of dogs from the South and West neighbourhoods of Ploiesti. Disappeared animals were not be found at the local Bucov pound, the only one shelter of the city, under authority of the Ploiesti administration. Bucov shelter management continuously denied having anything to do with these actions.

THE SUSPECTS
The main suspected is the mayor, Julian Badescu, because last year in his electoral campaigns he promised to rid the city from stray dogs.

Another suspected for the poisonings is the local veterinary authority, because they started placing posters in public areas, informing citizens to walk with their dogs on leash and with muzzle on. The official reason is that they placed baits with rabies vaccines for wild foxes. By the way, local animal activists never saw wild foxes in the town. Despite the advice, owned dogs had to be rushed to the veterinary for poisoning symptoms and the danger is for children playing in these areas too.

Last days of June, volunteers of the organization Romanian Stray Dogs Ploiesti found a poisoned dog still alive. They immediately called the vet and tried everything to save her, but she started having seizures and there were nothing to do for the poor dog. She was a friendly homeless dog sterilized by the organization Vier Pfoten.

The OIPA member league RSDP commissioned and paid for the post mortem analyses of three poisoned dogs and the lab results show that the cause was Furadan, a highly toxic and deadly poison, banned in Europe since 2008. This poison causes an atrocious pain.

THE TURNING POINT: VIDEO SHOCK INCRIMINATE LOCAL POLICE AND BUCOV SHELTER
Romanian Stray Dogs Ploiesti came in possession of a shocking video footage from North Farmers’ Market during the night of June 13th- 14th showing Bucov shelter employees led by vet technician tranquilizing and taking to their vans homeless dogs from the area. None of those dogs captured that night was ever be found alive at Bucov shelter.
The video footage shows clearly a car belonging to the local police so the organization RSDP officially asked to the County Police (higher rank than the local police) to go collect the footage from the Farmers Market. The reply of Bucov shelter and local police was that they were not involved in those night’s activities. Unfortunately for the local police, they did not know that RSDP was in possession of the footage! Well they lied in an official statement.
The press release of the organization reports “It seems that on June 13th 2013 Bucov shelter contacted Protan (a major incinerator from Bucharest) asking Protan to come pick up from Bucov shelter dead animal bodies for incineration the following day. This suggests Bucov shelter premeditated the events that were to ensue that night”.

In the last weeks, representatives of local animal protection organizations and animal lovers held various protests against the mass poisoning of strays in the streets and in front of the City Hall.
They showed shocking images of dead animals, asking to the mayor Julian Badescu to stop the mass murder.

On 2012, the OIPA member league Romanian Stray Dogs Ploiesti launched the “Ploiesti Neutering Challenge”, a campaign providing free sterilizations for street, owned and shelter dogs and cats. On 2012, they did 328 sterilizations and this year, until July, they sterilized 526 animals of Ploiesti and suburbs. Sterilizations, vaccines and all veterinary treatments are possible thanks to donations.

COUNTLESS POISONINGS AND KILLINGS OF STRAYS IN THE ROMANIAN CITY OF PLOIESTI

Dear Mayor Badescu,

I am upset learning about the mass killings of stray animals in the streets of Ploiesti. Countless dogs have been found dead poisoned in the streets and many others, regularly fed by volunteers, disappeared. Despite various protests by local animal protection organizations and animal lovers, stray dogs die in Ploiesti. I ask you to respect the European Convention for the Protection of Pet Animals, ratified by Romania on 2005, which decides that when the numbers of stray animals is a problem, the country must act appropriately in a way that does not cause pain and suffering to animals. Please launch immediately a catch-neuter-release campaign for stray dogs and show that the city of Ploiesti respects animals. Sincerely,
