RESULTS OF OIPA CAMEROON CAMPAIGN AGAINST DONKEY SKIN TRADE

In 2023, OIPA Cameroon through the support of OIPA International partnered to undertake a project dubbed, ‘Addressing Illegal Cross Border Movement of Donkeys on The Cameroon-Nigeria Border and Improving the welfare of working donkeys in the Far North Region Cameroon’.

The targeted area for this project is the Bogo municipality particularly in the TCHABAWOL, BADAL and KAELE villages in the Far North Region of Cameroon.
The Extreme North Region is the most populated region in Cameroon with over 4.000.000 inhabitants and has a surface area of 34.263KM square, it borders the Northern Region to the South, The Republic of Chad to the East and The Federal Republic of Nigeria to the West, and the regional headquarter is Maroua.

The overall goal of this project was to achieve a disruption of illegal cross-border movement and the donkey hide trade along the Cameroon-Nigeria border.

OIPA Cameroon was to collect relevant information on the ground in order to establish the existence, nature and extent of cross-border movement of donkeys between Cameroon and Nigeria, resulting to donkey slaughter and skin trade. This information was to be presented to relevant authorities at the region, in turn facilitate policy change and administrative actions.

Similarly, OIPA and the communities in collaboration with the government would additionally use the information for advocacy and public awareness. Working with the communities and other stakeholders in the border points, the project would also inform interventions to curb any illegal movements and regulate cross border donkey trade through policy and community actions.

The specific objectives of the project were six-fold:

  1. To establish the existence, nature and extent of cross-border movement of donkeys between Cameroon and Nigeria
  2. To Sensitize the Community on the donkey trade and its effects on their livelihoods; and empower them in order to address any animal welfare issues resulting from the nature and structure of donkey trade.
  3. To establish gaps on existing laws and policies on donkey cross-border movement and trade (formal or informal).
  4. To create awareness within the media on the donkey trade and its effects on community livelihoods.
  5. To advocate with the regional level for the formulation of policies and regulations that discourage the illegal donkey cross-border movement.
  6. Develop an easy-to-read publication on the overall findings of the project

Implementation

The project achieved the following three outcomes to meet the goals and objectives, thus:

  1. Nature and structure of donkey movement and trade across the border (Cameroon and Nigeria) was fully understood.
  2. There was continues community involvement in the campaigns against cross-border movement of donkeys, slaughter and skin trade.
  3. There was development of Policy and legislation, advocacy and petitions at county level as well as policy brief that was shared to the government officials and other key policy makers/stakeholders for implementation.

By the end of the project life, the following results were achieved as thus;

  1. The project established that there existed significant movement of donkeys along the Cameroon – Nigeria border, with approximately 60 donkeys moving from Cameroon to Nigeria every day destined for the donkey abattoirs.
This was because donkey traders in both Cameroon and Nigeria considered this a lucrative trade since they got better prices across the border in Cameroon. It was noted that the movement was largely illegal, through undefined and unofficial routes that evaded the formal border crossing points. Seven (6) unofficial routes were identified along the Cameroon –Nigeria border stretch.
  2. Stakeholders’ workshop bringing together donkey’s owners, famer’s community leaders and official from the ministry of Livestock was held in which pertinent issues touching on the plight of donkeys were deliberated and way forward documented. As a result, key donkey welfare stakeholders from communities are discussing ways of curbing the cross-border trade.
  3. The project realized concerted community discussion forum in ZAMIA and TCHABAWOL communities to highlight the plight of donkeys destined for slaughter and the perils associated with trade in donkey skin and meat.
  4. Four donkey owners’ forums (Zamia , Tchbawol, Kaele and Wafango) have been established bringing together  and  30  community members  selected  to be trained  in surveillance and monitoring of the donkey welfare in their localities. Further, in collaboration with OIPA Cameroon develop and present a petition calling for a total ban on donkey slaughter in these communities.
  5. The project will Develop a Policy Brief and easy to read publication on the laws and regulations on donkey movement in both Cameroon and Nigeria.

Conclusion

Project’s findings showed that due to the porous nature of Cameroon Nigeria border especially on Zamia and Tchabawol community’s border points.  A research and intelligence indicated that all the donkeys that crossed the border (about 60 in a day) were normally stolen/bought from Cameroon. This, in effect, had caused untold suffering to the communities living near the border and also relying on the animal for their livelihoods as the unscrupulous traders stole their donkeys along the way to their destinations – slaughterhouses, to add up onto their plunder from Cameroon.

It was the considered view of the project that if the existing chain of donkey cartels was not broken, donkey trade halted, and donkey abattoirs closed, these communities would continue to suffer and wallow in abject poverty, hence losing their human dignity.

Further, donkey theft along the border communities, which has been largely undocumented, has been on the rise being partly fueled by illegal movement. There have also been reported cases of inhumanely donkey bush slaughter and harvesting of their skins.

Next steps

OIPA Cameroon is hoping to raise $1000 to empower 30 community members and local administration within Zamia and Tchabawol communities with knowledge and skills about the donkey skin trade and its implication on communities, including ways of enhancing reporting and data collection of reported theft and movement incidences. This is being incorporated through creating a reporting chain with data collection tools to be adopted by the local authorities. Further, the project will engage and empower law enforcement officers living with communities and those working at the Cameroon-Nigeria border on the current prevailing legal notice 34 and its enforcement.

They will work in collaboration with officials from the ministry of livestock.  Custom officials and the law enforcement m to report cased of   donkey trade and donkey movement along the border.

From August to September 2023, OIPA Cameroon carried out an awareness Campaign ‘on donkey skin trade and the impact  on livelihood  in  BOGO municipality in the Far North Region  Cameroon  with  financial  support  from OIPA International. The overall goal of the campaign was to disrupt cross-border movement and the donkeys hide trade in the region. The project areas were Tchabawol and Balda communities. This was due to the demand for donkey skins for export to China, via Nigeria, which is used for making ejiao, a traditional Chinese remedy believed to have medical properties.

In addition to the negative impacts on the livelihoods of communities who rely on donkeys, there were donkey welfare issues experienced during transport, slaughter at abattoirs, and slaughter in bushes in very cruel ways hence inflicting too much pain on them.

The campaign was successfully completed, and all objectives achieved as per the campaign’s design. Due to the tactical approach of consulting with government officials and local non-governmental organizations that introduced OIPA to communities, the program was accepted by all stakeholders, hence achieving the intended outcomes.

After the ban of slaughtering donkeys in abattoirs, the donkey population is expected to maintain /increased. There was a consensus among the stakeholders that awareness and education campaigns be conducted to emphasize the importance of upholding donkey welfare since overloading, overworking, poor donkey health, and malicious beating were key concerns in the communities.

Arising from the findings of this  campaign, OIPA Cameroon  is  requesting  for support to run a phase two whose overall goal would be to ‘Improve the health and welfare of donkeys in Tchabawol and Balda   communities  and to increase media involvement in campaigns against the cross-border movement of donkeys and slaughter.’ The project would seek to achieve this goal through collaboration with the already established stakeholders in both communities and media houses.

Specific objectives:

  1. Strengthen the quality and accessibility of services directly affecting donkey welfare by increasing the access to quality health services and improving donkey services to 4000 donkeys in BOGO Municipality   by December 2024.
  2. Support the development of positive change in knowledge, attitudes, behavior, and practices of 2000 donkey owners and users in the Municipality with consequent improvement of donkey welfare by December 2024.
  3. Create awareness within the media on the cross-border donkey movement and trade and its effects on community livelihoods.

At the end of the project, it is expected that:

  1. There will be improved accessibility of quality health services for donkeys in both communities.
  2. Communities’ attitudes and behavior towards donkeys will have changed after gaining the required knowledge.
  3. The media will be vigilant in campaigning against the donkey skin trade and educating the public and policymakers about the importance of donkeys in the country.

Many communities in the far north region of Cameroon, where our delegation mainly operates, consider donkeys humans’ friends since they contribute to the livelihood of local families who do struggle to survive and live in extreme poverty. Communities depend on donkeys for executing domestic tasks, such as transporting water for long distances, carrying sacks of food, helping plough fields during rainy seasons as well as helping family members access health care and education when facilities are located in distant places.

Donkeys are life-saving animals for these communities without whom they could not survive. However, following an upsurge in the demand for donkey skin, many animals are stolen from families and brutally skinned.

Hundreds of thousands of donkeys, mostly from Africa, are slaughtered annually and their skins exported, causing donkey population across the continent to decimate. The donkey skin trade is a cruel and largely unregulated international trade driven by the demand of skins from China used to prepare a traditional medicine (TCM), called ‘ejiao’, a gelatin produced by boiling donkey skins and sold as a powder or gelatinous block that can then be made into a tea

The trade is said to have led to mistreatment of donkeys in different parts of the region. It has also caused suffering to donkey owners as this has pushed them deeper into poverty and misery with the loss of the animals from livestock theft. It is worth noting that most donkeys stolen and slaughtered in the region are taken from families who depend on them for their livelihoods.

During a workshop organized by OIPA Cameroon that brought together donkey owners, farmers ,  community leaders  and the regional delegation for livestock, they all expressed concerns over donkey slaughtering and mistreatment in the region, saying the trend might wipe out donkeys in the future if it is not stopped.

The regional representative asked the public and donkey owners to report such cases to relevant authorities for action. He discouraged locals against opting for local arbitration when dealing with donkey related cases as this in most cases hinders donkey owners from getting justice. He promised to collaborate with OIPA Cameroon on the following: cases of stolen, mistreated and slaughtered donkeys, skin and bush meat trade, adding that those found guilty will be prosecuted.

Furthermore, 38,000 donkeys in the region currently work under very poor and unhealthy condition. Some of the animals suffer and die in pain because of lack of proper care and this is the result of a low level of education on animal welfare, care and protection. There is a need to educate local communities on the importance of donkeys and their welfare.

It is also very important to push for a ban on the commercial slaughter of donkeys as the trade in donkey meat and hides is growing at a very fast pace. The skin trade is gradually penetrating into the community. In just two weeks over 30 donkey were killed in Tchabawol, a village in Bogo municipality in the Far North Region.

OIPA Cameroon is requesting support to organize three focus group discussions in Tchabawol with local famers, donkey owners and community leaders to educate them on animal welfare and clearly explain the unethical and negative impact of donkey skin trade on donkey population, environment and their livelihood. The project includes the training of some youth on monitoring and reporting incidents related to the donkey skin trade and on tracking buyers’ journey.
