HELP THE ANIMALS AFFECTED BY FLOODS IN NEPAL!

Devastating floods and mudslides have left animals injured, displaced and without food. OIPA’s Member League Voice of Animal Nepal is mobilising to help them survive.

Homes have been swept away. Roads and bridges have collapsed. Entire communities have been buried under mud and debris.

And amid this devastation, countless animals have disappeared.

Livestock have been swept away or trapped in the mud. Dogs and cats have fled in terror, becoming separated from the people who care for them. The animals that survived are frightened, hungry and exposed to injuries and disease.

They urgently need our help.

OIPA ETS  is launching an international emergency appeal in support of its Member League Voice of Animal Nepal (VOAN), which is preparing to rescue, treat and feed animals affected by the disaster.

A DISASTER FAR WORSE THAN PHOTOS CAN SHOW

VOAN’s emergency team travelled to Nuwakot to assess the situation and identify the most urgent needs of animals and affected communities.

Vast areas were covered by mud, silt and debris. Homes, schools and public buildings were severely damaged or partially buried. Settlements around Trishuli, Dhunge Bazaar and Devighat suffered extensive destruction, with buildings swept away or left dangerously exposed by riverbank erosion.

Rasuwa, one of the worst-affected districts, remains inaccessible by road because access routes have been destroyed or have collapsed.

oipa cameroon

ANIMALS ARE THE INVISIBLE VICTIMS OF THIS EMERGENCY

The full impact on animals cannot yet be measured.

Many livestock animals are believed to have drowned, been buried beneath the mud or become separated from their owners. Surviving animals have lost access to pasture, stored feed and clean water.

Community dogs and cats have scattered into unfamiliar areas after fleeing the floodwaters. Many are frightened and severely traumatised. Some dogs encountered by VOAN’s team were too terrified to allow rescuers to approach them.

At this stage, many areas remain inaccessible and animals continue to be dispersed throughout the disaster zone. For this reason, VOAN will not release unverified casualty figures.

What is already clear, however, is that animals are suffering and urgent action is needed.

WHAT THE EMERGENCY TEAM WILL DO

The emergency team will work to:

  • Locate, rescue and safely transport animals in danger;
  • Reach communities that are currently cut off by mud and floodwater;
  • Provide emergency veterinary treatment and essential medicines;
  • Distribute food and clean water to displaced dogs and cats;
  • Deliver emergency feed to surviving livestock;
  • Create temporary safe spaces for injured and displaced animals;
  • Vaccinate animals against rabies and prevent the spread of disease;
  • Reunite rescued animals with their families whenever possible;
  • Help vulnerable families continue caring for their animals;
  • Assess animal-health and public-health risks;
  • Coordinate with communities and local authorities on longer-term recovery.

HOW YOUR DONATION WILL HELP

VOAN organization needs USD 15,000–20,000 to support its emergency response during the first 60 days and assist approximately 200–250 animals.

Your donation will help provide:

Animal rescue and safe transportation;

Veterinary treatment, medicines and medical supplies;

Food and clean water for displaced animals;

Emergency feed for livestock;

Temporary shelter and protection;

Rabies vaccination and disease prevention;

Essential equipment and field-response costs.

HELP ANIMALS IN NEPAL!

These animals have survived floods, mudslides and the destruction of their homes. Now they urgently need food, treatment and protection.

Every donation, no matter the amount, will help VOAN’s team reach an animal in need and support a family struggling to recover.

COLOMBIA IN FLAMES: HELP ANIMALS AFFECTED BY THE WILDFIRES

More than 22,000 hectares have been affected by devastating wildfires in Tolima. Animals living in rural communities urgently need food, water and veterinary care. Help OIPA’s member league Fundación Colombia Choca la Pata reach them.

Throughout August 2026, relentless wildfires have swept across the department of Tolima, burning forests, farmland and vast rural areas.

The scale of the disaster forced the departmental government to declare a state of public calamity.

Satellite analysis has identified more than 22,000 hectares of vegetation affected across 28 municipalities, with Ortega, San Luis, Guamo, Coyaima, Chaparral and Coello among the worst-hit areas.

Behind these numbers lies a devastating reality.

The fires have destroyed natural habitats, pastures, crops and food reserves on which animals and rural communities depend. In some areas, families have lost the resources they need to continue feeding and caring for their animals.

ANIMALS NEED HELP EVEN AFTER THE FLAMES ARE EXTINGUISHED

The destruction left behind by the flames can mean no pasture, no stored food, limited access to clean water and no veterinary assistance.

Dogs living with vulnerable rural families, community dogs, cats and displaced animals may be left without the basic resources they need to survive. Cattle, horses, pigs and other farm animals are also at risk as grazing land and animal food supplies disappear.

The consequences of this emergency will continue long after the last fires have been extinguished.

What is already clear is that help is urgently needed.

oipa cameroon

AN EMERGENCY TEAM IS PREPARING TO REACH THEM

From 2 to 4 September 2026, OIPA’s member league Fundación Colombia Choca la Pata will deploy an emergency team to Tolima to bring direct assistance to animals in affected rural communities.

Veterinary professionals, members of the Foundation and volunteers will travel with food, medicines and essential animal-care supplies.

The mission is expected to prioritize communities in and around:

  • San Luis;
  • Guamo;
  • Coello;
  • Guaimaral;
  • Other affected rural areas identified as urgent upon arrival.

The team’s priority is clear: ensure that assistance reaches the animals directly.

WHAT THE EMERGENCY TEAM WILL DO

According to the needs identified in each community, the team will:

  • Distribute food for dogs and cats;
  • Provide feed, hay and forage for cattle, horses, pigs and other animals;
  • Supply mineralized salt for livestock where necessary;
  • Carry out general veterinary assessments;
  • Provide basic wound care and medicines;
  • Administer deworming and flea and tick treatments;
  • Offer supportive veterinary treatment;
  • Help provide access to water and essential animal-care supplies;
  • Identify animals requiring hospitalization or more complex treatment;
  • Coordinate referrals and continued veterinary care for serious cases.

The Foundation will work with local caregivers, veterinary professionals and partner organizations to ensure that the most serious cases are not abandoned once the initial intervention ends.

HOW YOUR DONATION WILL HELP

All funds raised through this emergency appeal will be used exclusively to assist animals affected by the Tolima wildfires and to support the field mission and subsequent follow-up activities.

Donations will help cover:

Animal food: dog and cat food, livestock feed, hay and other forage;

Veterinary medicines and supplies: wound-care materials, antiparasitic treatments and other essential products;

Veterinary assistance: professional assessments, treatment and follow-up;

Emergency supplies: water containers, feeding bowls and other items directly related to animal care;

Transport and field logistics: delivery of food, medicines and veterinary equipment to remote rural communities;

Follow-up of serious cases: continued treatment for animals requiring additional care after the mission.

HELP ANIMALS IN COLOMBIA!

Animals affected by the wildfires urgently need food, water and medical care.

Your donation can help the team reach rural communities, provide immediate assistance and continue caring for the most serious cases after the emergency mission.

HELP US BRING FOOD, CARE AND HOPE TO THE ANIMALS OF TOLIMA.

A New Beginning for Vulnerable Animals

On 13 June 2026, a new chapter for animal welfare in Morocco began with the inauguration of a shelter for stray dogs and cats in Aïn Jouhara, near Tiflet.

The initiative was made possible through the commitment of OIPA Representative for Morocco, Zahra Al Amari, together with lawyer Anouar Hajji, who share a common vision: to provide protection, care and dignity to animals that have spent much of their lives struggling to survive on the streets.

The shelter was created as a safe haven for animals in need and as a practical response to the growing challenges associated with stray animal populations.

From the Streets to Safety

Many of the animals now living at the shelter were previously exposed to hunger, disease, extreme weather conditions and the constant dangers of road traffic.

Today, they have access to regular food, clean water, veterinary care and a secure environment where they can recover and live with dignity.

The shelter currently provides care for approximately 150 dogs and 20 cats, offering them a second chance and demonstrating that compassionate, community-driven solutions can make a real difference in the lives of vulnerable animals.

oipa cameroon

A Community Celebration

The inauguration brought together members of the local community, families, volunteers and animal welfare supporters in a day marked by hope and solidarity.

Children and young participants played a special role in the event by creating colourful artworks that were displayed throughout the shelter, symbolising a future built on compassion and respect for animals. Their participation highlighted the importance of education and awareness in fostering a culture of empathy towards all living beings.

As part of the celebration, certificates of participation were awarded to the young participants in recognition of their creativity, commitment and contribution to promoting animal welfare values within their community.

Addressing a Wider Challenge

The issue of stray animals remains a significant challenge in many parts of Morocco. Beyond concerns related to animal welfare, it is closely connected to public health, responsible population management and community well-being.

Projects such as this shelter demonstrate that sustainable solutions can be achieved through cooperation between local communities, animal welfare advocates and institutions. Providing immediate care to animals in need is essential, but long-term progress also requires education, responsible ownership, sterilisation programmes and increased public awareness.

Veterinarians and Animal Welfare Professionals Needed

As the shelter continues to grow and provide care for an increasing number of animals, access to veterinary expertise remains one of its most important needs.

OIPA Morocco is currently seeking veterinarians, veterinary technicians, veterinary nurses and animal health professionals interested in supporting future animal welfare initiatives, including sterilisation campaigns, veterinary outreach activities, preventive healthcare programmes and capacity-building efforts.

Professional support can make a significant difference in improving animal welfare standards and helping develop sustainable, long-term solutions for stray animal management.

If you are interested in collaborating, sharing expertise or supporting future veterinary initiatives in Morocco, we would be pleased to hear from you.

oipa cameroon

HOW YOU CAN HELP

Caring for more than 170 animals requires continuous resources, including food, veterinary treatments, medicines, shelter maintenance and daily care.

If you would like to support this important initiative, you can contribute through a donation and help provide a safer future for stray animals in Morocco.

Help us support an urgent sterilization campaign to protect hundreds of stray dogs in Ernei and surrounding areas in Romania

An Urgent Campaign to Prevent Suffering

Across the region, stray dogs are facing increasing risk of capture, shelter confinement, and possible euthanasia after the legal holding period.
This campaign aims to sterilize 300 to 500 dogs as an immediate, humane, and preventive response.

OIPA ETS in Romania is launching an emergency fundraising appeal to support a mass sterilization campaign in Ernei and surrounding districts, in Mureș County, Romania.

The initiative is coordinated by the OIPA Representative for Romania, in collaboration with the City Hall of Ernei, Blue Paws Association, and Second Life Association.

The goal is clear: prevent unwanted births, reduce stray dog overpopulation, and protect dogs from the cycle of capture, shelter confinement, and possible euthanasia.

Why We Need to Act Now

Across the area, the situation for stray dogs is becoming increasingly urgent.

A new enforcement framework allows the systematic capture of stray dogs and their transfer to public shelters. After a legal holding period of 14 days, euthanasia may follow.

In this context, immediate preventive action is essential.

The campaign aims to sterilize between 300 and 500 dogs in order to reduce uncontrolled reproduction, prevent future suffering, and decrease the number of animals exposed to capture, shelter confinement, and possible euthanasia.

Sterilization is not the only answer to stray dog overpopulation, but it is one of the most effective, humane, and sustainable tools available to address the crisis at its source.

Why Sterilization Matters

Without immediate intervention, the number of stray dogs will continue to increase, placing more animals at risk of capture and euthanasia.

Every new litter born on the streets adds pressure to an already fragile system.

Public shelters become overcrowded, local authorities are pushed toward reactive measures, and dogs continue to suffer from abandonment, hunger, disease, accidents, and violence.

A structured sterilization campaign can interrupt this cycle.

By preventing unwanted births, we can reduce the growth of the stray dog population in a humane and measurable way, while also decreasing long-term pressure on shelters and local communities.

oipa cameroon

How You Can Make the Difference

The local team is ready. Veterinary professionals are ready. The operational structure is already in place.

What is missing now is the funding needed to cover sterilization procedures, medication, transport, field logistics, and post-operative care.

Even a small donation can help bring one more dog into safety, treatment, and protection.

If many of us contribute, we can make this campaign possible.

oipa cameroon

What We Can Achieve Together

With the support of our community, this campaign can sterilize between 300 and 500 dogs.

The impact will not stop there. Every sterilized dog means fewer unwanted litters, fewer puppies born into abandonment, and fewer animals exposed to capture and possible euthanasia.

Together, we can support a humane response based on prevention, care, and responsibility.

  • 300 to 500 dogs sterilized
  • Fewer unwanted litters
  • Less suffering on the streets
  • Reduced pressure on shelters
  • Fewer dogs exposed to possible euthanasia
  • A humane model that can inspire future campaigns
oipa cameroon

How Your Donation Will Help

Every donation will be used to support the practical costs of the campaign and help sterilize dogs safely and responsibly.

  • Sterilization Procedure: Your donation helps cover the cost of surgery carried out by veterinary professionals.
  • Medication and Medical Supplies: Funds help provide the medicines, surgical materials, and supplies needed for safe procedures.
  • Humane Capture and Transport:Some dogs will need to be safely captured, handled, and transported to veterinary clinics.
  • Post-Operative Care:After surgery, dogs need monitoring and care to recover safely.
  • Field Logistics:Donations also support the practical organization needed to reach dogs in the field.

Help Us Protect Stray Dogs in Romania

The dogs of Ernei and surrounding areas need urgent help.

By donating to this campaign, you can help us sterilize dogs, prevent future suffering, and support a humane alternative to euthanasia-based population control.

This is a concrete action.
This is prevention.
This is how our community can help save lives.

They Already Lost Everything. Don’t Let Them Lose Their Home Too

An urgent alarm has been launched by OIPA ETS’ member league in Albania, Bambi Foundation, which is currently fighting to protect nearly 50 rescued dogs at risk of losing the only safe shelter they have ever known.

Working in an extremely difficult context with limited resources and constant emergencies, the organization has spent years rescuing abandoned, injured, abused, and vulnerable animals from the streets, offering them medical care, protection, and a second chance at life.

Today, however, that fragile safety is under threat!

By the end of the summer, the shelter may lose the land on which it currently stands. If this happens, nearly 50 dogs could lose the only place where they are safe.

For many of these animals, this shelter is not simply temporary accommodation.
It is their home.
Their protection.
Their possibility to survive.

Many of the dogs currently under Bambi Foundation’s care arrived traumatized, starving, injured, or deeply fearful of human contact after experiencing abandonment and violence. Over time, they slowly began learning to trust again.

Now, the people who rescued them are facing another urgent battle: saving the shelter itself.

For this reason, an emergency fundraising campaign has been launched to secure land and rebuild a safe and stable shelter where these dogs can continue receiving care, food, medical treatment, and dignity.

WHY YOUR SUPPORT IS CRUCIAL

The reality faced daily by rescuers in Albania is extremely challenging. Local activists often carry enormous responsibility with very limited support, while continuing to respond to abandonment, cruelty, injuries, and emergency rescues on the ground.

Despite everything, they continue fighting every single day because these animals have nowhere else to go.

oipa cameroon

HOW YOU CAN HELP

DON’T LET THEM ALONE!

This campaign is not simply about preserving a shelter structure.

It is about protecting lives that have already suffered enough.
It is about ensuring that vulnerable animals are not abandoned once again.
It is about giving these dogs the possibility to continue living safely and with dignity.

In just three days, 179 animals received life-saving care in underserved rural communities!

In April, OIPA ETS launched a campaign to support its Member League Romania Animal Rescue during a three-day spay and neuter mission in rural Romania. The initiative aimed to bring essential veterinary care to communities where animals often live without access to even the most basic treatment.

From April 27 to April 29, the veterinary team operated in the villages of Ceacu and Perisoru (Calarasi County), reaching animals in urgent need of care.

Over the course of just three days, a total of 179 animals — primarily dogs — were sterilized and treated, marking a significant step toward reducing overpopulation and preventing further suffering.

Thanks to the support of some OIPA donors, 10 spay and neuter surgeries were directly funded, contributing concretely to the success of the mission and to improving the lives of animals who would otherwise have remained without care.

From Neglect to Care: Animals Reached During the Mission

Many of the animals brought to the campaign — particularly in Ceacu, where the team worked for two days — were strays living in extremely poor conditions. They were often infested with ticks, weakened, and suffering from neglect.

Each animal received not only sterilization, but also parasite treatment and identification through ear tags and tattoos, ensuring that they are now recognized as sterilized.

At the same time, several urgent medical cases highlighted the severity of the situation.

An infant puppy weighing less than 1 kilogram was brought to the Center of Hope with a serious rectal prolapse. Thanks to the expertise of Dr. Aurelian Stefan, the puppy underwent delicate surgery and is now receiving care.

A cat with a broken and bleeding jaw, likely the result of a road accident, was also transferred for emergency treatment.

Another stray dog, found in Perisoru, was suffering from two perforated eardrums and severe fungal infections, enduring intense pain before finally receiving the care it needed.

In addition, several dogs required full grooming, as their fur was so matted that it had become a source of further suffering.

A Coordinated Effort on the Ground

This mission was made possible by the extraordinary dedication of the veterinary team led by Dr. Aurelian Stefan and Dr. Roxana Elena Sten, supported by veterinary technicians Lakmal, Ovidiu, Roshan, and Amila.

They were joined by international volunteers and members of Romania Animal Rescue, as well as local organizers and volunteers in Ceacu and Perisoru, who ensured that animals were brought in and that the campaign could run efficiently.

Their combined efforts allowed the team to reach animals who would otherwise remain invisible and without care.

Moving Forward

With this campaign, Romania Animal Rescue is approaching an extraordinary milestone of 155,000 sterilizations carried out over the years.

Yet, the situation in many rural areas of Romania remains critical. Thousands of animals still live without access to veterinary services, exposed to disease, injury, and neglect.

Each sterilization is not just a single act of care — it is a step toward breaking a cycle of suffering that affects entire generations.

oipa cameroon

Thank You

To everyone who contributed to this campaign:
your support made this work possible.

Behind every number is a life changed — and a future made safer.

OIPA ETS  has taken immediate action in response to growing concerns over the management of stray animals in Georgia, sending an official letter to national authorities and diplomatic representations.

The initiative was carried out in collaboration with OIPA’s Member League in Georgia which has been closely monitoring the situation on the ground.

A Programme Under Growing Concern

In 2025, Georgia adopted a new Law on Companion Animals and launched a national programme aimed at managing stray populations through sterilisation and vaccination.

Under Decree No. 1019, the National Food Agency (NFA) initiated a pilot programme targeting approximately 9,000 animals, with the clear obligation to return sterilised animals to their original habitat.

However, according to consistent reports from local organisations and activists, this obligation is not being systematically respected.

Instead, a significant number of animals taken for sterilisation have reportedly not been returned, while caretakers have received no information regarding their whereabouts. In several cases, even already sterilised and ear-tagged dogs have been captured again.

A new decree adopted in February 2026 (No. 412) significantly expands the programme, planning the sterilisation of over 36,000 dogs. At the same time, it introduces restrictions on where animals can be returned, without clearly defining these limitations.

Activists warn that this vague framework may be used to justify the disappearance of even more animals.

 Failures in Practice

Beyond the legal framework, the situation on the ground raises serious concerns.

Reports and documented evidence indicate that:
– Dogs are being transported to shelters and, in some cases, relocated to unsuitable or uninhabited areas
– Animals are returned in poor health conditions, including untreated injuries and disease
– Already sterilised animals are being unnecessarily captured again

In documented cases, dogs have been moved far from their original territories, including to isolated areas with no access to food or shelter.

Inspections of shelters have also raised concerns regarding hygiene conditions and access to adequate veterinary care.

These elements suggest significant gaps between policy objectives and their implementation in practice.

A Lack of Transparency

A recurring issue across all reports is the lack of transparency.

Caretakers and local citizens are often unable to obtain information about animals that have been taken by authorities. In some cases, official statements appear to contradict observations made on the ground.

This lack of clarity not only raises concerns about animal welfare, but also undermines public trust.

A Growing International Concern

The situation has begun to attract increasing international attention.

More than 40 organisations and approximately 40,000 citizens have supported a joint statement calling for a humane and effective approach to stray animal population management.

The statement emphasises key principles, including:
– the obligation to return animals to their original habitat
– the avoidance of unnecessary shelter transfers
– full transparency regarding the whereabouts of animals

These principles are consistent with internationally recognised CNVR (Catch, Neuter, Vaccinate, Return) standards, which represent the only effective and humane long-term solution to stray overpopulation.

OIPA’s Immediate Action

In light of these developments, OIPA has formally addressed the Georgian authorities, urging them to ensure full compliance with national legislation and international standards.

At the same time, the organisation has shared its concerns with diplomatic representations to raise awareness at the international level.

In its letter, OIPA calls on the authorities to:

– Ensure that animals taken for sterilisation are returned to their original habitat, with proper documentation
– Avoid the unnecessary capture of already sterilised animals
– Provide clear and transparent information regarding the whereabouts and treatment of animals

OIPA has also expressed its willingness to engage in constructive dialogue and cooperation to support humane and effective solutions.

A Critical Moment for Animal Welfare

This situation represents a crucial moment for the future of stray animal management in Georgia.

While legislative progress has been made, its effective implementation remains essential.

OIPA will continue to closely monitor developments, in collaboration with its Member League and other partners, advocating for a system that is transparent, humane, and aligned with international standards.

Left behind in the chaos of war, they have no one — except us!

After more than a year of escalating tensions, Lebanon has once again become an active war zone. Heavy airstrikes are hitting multiple areas across the country, while mass evacuation orders have forced hundreds of thousands of people to flee their homes with little to no warning.

In this devastating context, animals are among the most forgotten victims.

Thousands of pets have been left behind, often locked inside empty homes without food or water. Many others are roaming the streets injured, starving, and terrified.

With no sign of de-escalation, their chances of survival are rapidly diminishing.

ON THE FRONTLINE: RESCUING ANIMALS IN ACTIVE WAR ZONES

OIPA is supporting its member league in Lebanon, Give Me A Paw, which is working tirelessly every day on the frontlines to rescue, protect, and care for animals affected by the war by making a real, life-saving impact where it is needed most.

Since March 5, Give Me a Paw members have been operating in high-risk areas, risking their lives to:

•Rescue abandoned, trapped, and injured animals from war zones

•Provide urgent veterinary care to those in critical condition
•Distribute food and water to strays in evacuated “ghost towns”
•Reunite animals with their displaced families whenever possible
•Support families in displacement to prevent further abandonment

THE IMPACT SO FAR

In just a few days of emergency response the team was able to:

•8 days on the ground
•1,900 kg of food distributed
•93 animals rescued
•79 animals reunited with their families
•14 animals placed in boarding facilities or foster homes
•Injured animals already receiving urgent treatments.

These numbers reflect lives saved but also a crisis that is far from over!

We are happy to introduce you a new member league of OIPA from Libano: REFQ Animal Welfare.

RefQ is a Non Governmental Organization registered in 2017 operating mainly in North Lebanon.

Dedicated to promoting animal welfare through various initiatives, including Rescue, rehabilitation and adoption programs as well as spreading Awareness on compassion towards animals.

RefQ advocates for the rights of animals, working towards the implementation of laws and policies that protect and enhance their well-being.

It is estimated that around 800 dogs are stray dogs in Tripoli (Meetein, Abu Samra, Kobe, Baddawi).

Dogs reproduce at an alarming rate of 1-12 puppies per litter. Female dogs can get pregnant twice a year.Sterilizing 1 female dog can reduce the reproduction rate by up to 50 puppies in its lifetime. Sterilizing male dogs also reduces aggression.

Is their mission to provide safety for all, it is important to create a sanctuary for dogs where they can be safe and the same for the community.

RefQ created a dog shelter in 2018 that has harbored hundreds of dogs since then.

The need for more shelters is essential and ongoing.

The increased dog population in Tripoli and in Lebanon in general is alarming. With more dogs being dumped and the rate at which dogs and cats reproduce, it is not surprising. Worldwide this problem is solved by TNR (Trap, Neuter, Release) which RefQ started in March of 2024. The dog is then tagged with a number in the ear and vaccinated against Rabies.

Since the founding, they have successfully rescued and rehomed over 300 dogs and cats, have built a small rehabilitation center for injured animals that has become a permanent home for over 150 dogs because of the slow rate of adoption in Lebanon and the lack of responsible owners.

The animals rescued were:

  • Hit by cars.
  • Poisoned.
  • Shot.
  • Dumped in bad conditions.
  • Paralyzed.
  • Threatened of being killed
