OIPA volunteers heard a strong dog whimper and then a car’s rumble: this is the beginning of Frankie’s story.

This 2 months old puppy has been found along the street with two other puppies. The other dogs were safe, but Frankie could barely move because of a huge swelling on his back leg.

OIPA volunFrankie-caserta-17-1600x1200teers brought Frankie to the vet and they found a “ball” near the right leg.

The vet proceeded with an ultrasound exam which revealed that the swollen leg was due to the intestine. The impact with the car moved the poor puppy’s intestine into his leg. This situation is very uncommon, but can happen and Frankie was risking his life.

The dog had an emergency surgery during which he had three heart attacks, but miraculously survided.

Today Frankie is alive, thanks to OIPA volunteers and the vets. He weights only 2.5 kg, but he is very strong.

During the surgery the vets almost gave up on him, but finally Frankie made it!

OIPA volunteers are with him night and day to check the postoperative situation, after two weeks he is recovering very well and we can say he is out of danger.

A study by Queen Mary University scientists explains how trophy hunting in specific areas might lead to the extinction of the species targeted. This can happen because the aim of hunters is an animal with superior genetic characteristics, which in the wild would be the one that contributes to the adaptation and survival of the species.

For this reason, the decision to reopen the import of trophies in the United States generated controversy among experts in wildlife conservation. The animals are already worn out by climate change, that makes surviving and reproducing difficult. It is fundamental to protect them, it should not be possible to undermine their best chance of survival because of the money that hunters pay for them.

British MPs voted to leave out from the EU Withdrawal Bill part of the European treaty that recognized animals as “sentient beings”. The justification was that animals are protected by the Animal Welfare Act of 2006, that protects pets and not wild animals. This is considered a huge step backwards in terms of animal rights protection, as RSPCA’s director David Bowles affirms.

OIPA’s President Massimo Comparotto commented:

“Those days when Tony Blair, former UK prime minister, approved the law prohibiting fox hunting – a true institution for the British Crown and its subjects – seem far away. And further away seem the many historic personalities who defended animal rights, like poet Percy B. Shelley or Gandhi himself, that precisely in the UK backed many animal-rights activists’ battles.

As faded appear the more recent animal-rights battles of dearly departed Linda and her then-husband Paul McCartney who, with perseverance, continued these ethical and cultural battles up until our days.

Now is the premier Theresa May who makes the British people sink into the new anthropocentric obscurantism that sees animals like simple object at one’s disposal.

But we confide in British people’s sensitivity that, other than representing the highest percentage of vegetarians in Europe, many times were in favor of laws defending animals and that this time as well will be able to impose their will to defend animal rights.”

The theme of the conference was‘The Nexus between Animal Welfare, Environment and Development: Safeguarding Our Common Destiny’.

Mr. Kahindi Lekhalaile, the Communication Secretary for Africa Network for Animal Welfare (ANAW), addressed delegates concerning the conference objectives and overview. Issues that were discussed included:
– Pollution and the welfare of domestic and wild animals

– Illegal trade in wild life-engaging communities in wildlife management
– Issues affecting animals in education Research and testing
– Key issues affecting the welfare of animals in the wild in Africa
– Key issues affecting working animals in Africa

3The International Organisation for Animal Protection (OIPA) was represented at the Conference by Mr. Che Gilbert Ayunwi who is the Country Representative for OIPA in Cameroon.

The conference took the form of an Africa-wide platform and brought together an array of high caliber of experts in various thematic areas from different nations across the world.

It highlighted pertinent issues arising from the uncontainable infrastructural boom that has been experienced in Africa over the last decade. This conference was aligned to the African Union’s (AU) Agenda 2063, which has a vision for “an integrated, prosperous and peaceful Africa, driven by its own citizens and representing a dynamic force in the global arena,” by integrating these issues to achieve Sustainable Development Goals.

Unique opportunities were provided for animal welfare civil society groups, non-governmental organisations, and relevant stakeholders including researchers, policymakers and development practitioners, to debate about animal welfare in the context of Africa’s development.

The Conference comprised of several plenary sessions led by experts in animal welfare and African development as well as break-out sessions and workshops that featured presentations and discussions by prominent academics, policy makers, private sector actors, opinion leaders, young African researchers and representatives from development organizations.

The hybrid plenary breakout sessions had a broad range of discussions on the following topics:

  • Development and Trade Globalisation: Threats to Animal Welfare
  • Impact of Disasters on Animal Welfare in Africa
  • Policy challenges to advancement of Animal Welfare in Africa
  • Interplay between Pollution and Animal Welfare
  • Technology and Animal Welfare: a bitter-sweet state
  • Status of National and International Declarations on Animal Welfare in Africa

2This allowed more in-depth and technical analyses of salient issues arising from the thematic focus of the Conference, which exposed the current state and prospects for Africa’s transformation and inclusive growth and generated valuable insights for improved policy making.

The conference provided the Country’s Representative for OIPA valuable skills that will be used to sensitize the Cameroon Community on how to safeguard wildlife, combat illegal trade of wildlife, ensure the welfare of working animals and conserve the environment through appropriate practices.

CATS MASS POISONING IN ATHENS, OIPA MEMBER LEAGUE NINE LIVES LAUNCHED A PETITION TO THE AUTHORITIES

Petition to the Greek Chief of Police Konstantinos Tsouvalas, the Minister of Justice Stavros Kontonis, the Mayor of Athens George Kaminis, and all other relevant authorities.

Request by Nine Lives Greece for the prompt and full investigation of the mass poisoning of cats that took place at Plateia Filomousou Etaireias, Plaka, Athens on the 13th of July 2017. Six cats were poisoned and died as a result. The victims were two black adult male cats, a young mother cat and three of her kittens. One kitten escaped and is undergoing treatment.
On July 10, members of Nine Lives Greece had gone to Plateia Filomousou Etaireias and saw the family of black-and-white cats: a mother with four playful kittens enjoying the square and the care of several volunteers and indeed some of the square restaurant and cafe employees. The other two cats living in this square had already been neutered through Nine Lives, and the organisation had recently treated one for dental issues.

One of the restaurant owners complained that the kittens beg for food and annoy customers. Nine Lives presented a detailed plan that included regular feeding of the cats, discouraging tidbits from customers, and the spaying of the mother cat.

However, three days later food that resembles a dish served at the square’s tavernas was mixed with poison and left out for the cats to eat. This resulted in the cats dying in a painful and horrific way.

The bodies of the kittens were never found. The bodies of the two black neutered cats and the black-and-white mother cat, as well as the poisoned food, are now at a state lab for autopsy and analysis.

This is not the first time such a brutal crime has been committed in this same square. For a number of years cats have been killed there and no action has even been taken by the police.
Greek laws 4039/2012 and 4384/2016 set out harsh penalties – fines and/or prison sentences – for criminals who abuse or deliberately kill companion animals.
We ask you to sign this petition so that we can succeed in getting the police and local judicial authorities to launch an investigation. We can only hope that bringing the perpetrators to justice will act as a future deterrent and safeguard animal lives.

If we search for the meaning of freedom in the Oxford Dictionaries, we will be able to read definitions like: “The power or right to act, speak, or think as one wants.” or “The state of not being imprisoned or enslaved.” Therefore, there are no references that make us believe that the idea of freedom should be applied to human beings only. Conversely, the second definition could be used without reticence for non-human animals, too.

wild animals - circusesThis idea is the foundation around which the ban of wild animals in travelling circuses has been developed in Scotland. After the 2014 Government consultation showed up that more than 98% of Scottish people declared to be against the use of wild animals in travelling circuses, while 96.4% stated the necessity to ban the exhibition (even without performing) of wild animals, in September 2016 the Government announced the crackdown on this theme, as part of its legislative programme. The Environmental Committee is currently examining a legislation whose aim is to forbid travelling circuses from using any non-domesticated animal.

The Wild Animals in Travelling Circuses (Scotland) Bill would turn the use of wild animals in those type of circuses into an offence, making Scotland the first state in the UK to introduce a legislation that outlaws wild animal circuses. The ethical basis on which this bill has been developed allows the inclusion of the power of the police to enter in the circuses spaces, in order to look for and to examine animals.

Even if that type of circus has not visited Scotland for many years, particularly because the use of animals as a form of entertainment is a rarity, this bill will have a double impact. It will reinforce the general feeling of respect for wild animals and their right to live freely in their natural habitat, as well as prohibit the transit of travelling circuses that still enslave animals for their profit (and so reducing their possibility to earn from this slavery).

Nevertheless, this type of protection has an undesirable effect: it reinforce the distinction between animals. Why bears, tigers and lions should be more protected than horses? Just because they are wild animals does not mean their lives are more valuable. Of course, they need more attention for being endangered species (situation in which they were put by the unknowingly human actions, such as hunting, traditional medicine, deforestation), but a legislation that prohibits the exploitation of ALL animals would not be more fair and respectful of all sentient beings? Life in circuses is a life bereaved of everything that make it worthy of being lived: exploitation, loss of freedom and dignity… See more: http://www.oipainternational.org/circus/

Campaign

Since January 2015 the two Veterinarians DVM Blendi Bejdoni from Kosovo and DVM Eriola Palla from Albania, both living in Gjakova, have been non-stop on the road for 6 days a week to take care of stray dogs in the Western part of Kosovo. They are the only veterinarians in this country to neuter and treat huge numbers of stray dogs. Nearly 3500 dogs – most of them street dogs or owned dogs of poor people – have got treatment up to now. All this has been made possible in a country which up to now did not have any animal protection organisation helping pets. The two veterinarians work with four helpers to collect the dogs so they can be neutered/spayed, vaccinated and if necessary treated against disease or injuries.

The objective of the CNVR (catch-neuter-vaccinate-release) program is to prevent puppy births with the aim to reduce the stray dog population in general. Abandoned or feral dogs – in particular puppies – suffer an abysmal life before they miserably perish. The veterinary treatment improves their life quality – at least short term. The importance is to prevent the endemic growth of the street dog population sustainably and in a fashion to comply with animal protection rules. On the other side, the vaccination of street dogs is also the best way to prevent rabies. Deworming – which is possible at the same time protects people in poor countries from Echinococcus multilocularis (known as fox tapeworm).

For sick dogs there is a sanctuary in Nagavc/Rahovec – these dogs are no longer released after treatment. In Kosovo there is not a single animal home.

This project has been made possible through the cooperation with the small Swiss foundation StrayCoCo – OIPA Swizerland. The foundation – CoCo means ‘Control through Cooperation’ operates with people who cooperate on the spot and with mutual control by willing government bodies and private people. CNVR works to achieve a sustainable effect, which necessitates the cooperation with primary schools on responsible dogownership as well as the inclusion of local politicians and administrations.

Both veterinarians visit primary school classes regularly. They are also responsible for the negociations with local politicians. Up to now they have been successful in the following communities in the West: Gjakova, Rahovec, Malishevo, Decan, Peja and the more southern Serbian exclave near Prishtina, Graçanica and the nearby Roma settlement Preoce.

By donating a single veterinary treatment for a stray dog, you protect people from contagious diseases such as rabies and fox tapeworm and at the same time stop the endemic increase of the dog population by neutering in an way to protect the animal’s dignity.

Your donation of EUR 45.— allows us to treat one dog, with EUR 4500.—100 dogs could receive treatment.
