Last December, the team of OIPA in Lahore (Pakistan) was called to provide help and secure medical treatment to four animals critically ill. Veterinary Muhammad Faizan rushed on site being able to save the lives of two stray dogs, a goat and a bovine.

The first dog was found with a necrosis of the tail and a deep wound at caudal border of the mandible. The tail had to be amputated and the wound securely bandaged. After being sutured to ensure a primary intention healing, the other wound was subsequently treated with local ointments. Antibiotics and anti-inflammatory drugs (NSAIDS) were administered on regular basis to avoid the occurrence of infections.

A 2-year old goat was reported with fractured forelimb, just below the carpal joint at metacarpal body. After setting a closed reduction, which is a procedure to set (reduce) a broken bone without cutting the skin, the veterinary applied a Gypsona plaster of Paris bandage for a rapid immobilisation. The broken bone was put back in place. The animal is still under treatment with anti-inflammatory drugs and supplements and must rest for 2-3 months to heal completely.

A closed examination of the hoof of a 5-year old bovine found highly underweight, with fever and a visible lameness, revealed an infectious disease of cattle, defined as foot rod, which causes inflammation of the foot and subsequent lameness. After a first wound debridement, the part was washed with antiseptic solution and closed with a bandage that had to be changed on daily basis after being disinfected. The bovine was also treated with antibiotics and anti-inflammatory drugs (NSAIDS) to avoid infection and help the healing process.

A debilitated and skinny stray dog was found roaming with a deep wound near the eye caused by maggots. After killing and removing all the maggots, the vet washed the cavity with antiseptic solution and applied a local antibiotic leaving the wound open for a secondary intention healing. To avoid infection, the vet administered also oral antibiotics and anti-inflammatory drugs (NSAIDS).

Our International Representative in Islamabad, Dr. Sohaib Ahmed is a young veterinarian who works in a clinic and treats stray animals for free during his spare time. Residents call him when they see injured or poisoned animals on streets knowing that he will try to reach and treat them as early as possible to save their lives.

Recently he has begun a vaccination drive for strays starting from eight 3-month-old puppies living next to his street. Thanks to the donations of kind-hearted friends, relatives and neighbours core and rabies vaccines have been bought and dogs finally received their 1st shot. Furthermore, a very gentle neighbour offered his home backyard space to keep the puppies for 21 days to complete safely their 2nd shot vaccination and deworming procedure.

To reduce rabies cases and the spreading of diseases the only effective way is a vaccination drive for stray and owned animals, which is one of the main project of our delegation in Islamabad.

THE DEVASTATING IMPACT OF FLOODS IN PAKISTAN. Pakistan is the fifth most populated nation in the world and the recent floods have had a devastating impact on 33 million people, killing nearly 2,000 humans and 750,000-farmed animals, destroying over 2 million homes, ruining the half of cotton crops, and causing $40 billion worth losses.

The worst and deadliest floods in Pakistan in recent years, the last dates back to 2010, were caused by heavier than usual monsoon rains and melting glaciers that followed a severe heat wave, all of which are linked to climate change.

Dr. Mamoona Arshad, OIPA Representative for Pakistan – Lahore declares: “One third of the country is currently underwater, livestock and pets face starvation after Pakistan´s floods wipe out food supply. Meanwhile, the rescued animals are now dying due to different diseases and it is difficult to keep them alive without feed. Roads are completely demolished and we don’t have roads access for volunteering to many areas. Volunteers are trying their best to fix the damage, but we hugely need your support. Entire villages are underwater and thousands of animals desperately need food supplies and medical care”

Our representative, who is a veterinarian with experience in the welfare of wild and stray animals, is conducting some activities in aid of flood-affected animals in Lahore, and despite the extreme conditions she works on stray dogs’ rabies vaccination and awareness campaign in high-risk areas.

She recently treated a dog rescued in a serious condition with a large and deep laceration on the salivary glands. She started giving him first aid and stitched the wound edges, and even with limited resources, she managed to save the dog. She also collected some money, donated to the ““University of veterinary and Animal Sciences” for relief activities arranged for the animals on the behalf of the government of Pakistan. She also arranged to collect several medicines for treating different diseases that affected flood victims.

To continue working in this quite unpredictable scenario, our delegation in Lahore needs help in terms of funding and donations.

If you want to help flood-affected animals in Pakistan make a donation or contact directly our representative for more info: mamoona.arshadnagra@gmail.com

The team of OIPA Pakistan for North Punjab has recently launched an awareness campaign entitled “How to help the poor strays” addressed to students of primary and elementary school in rural areas of North Punjab.

The goal is to educate the new generation to respect animals and teach how to assist other living beings who are less fortunate. A speaker provided children basic knowledge and advices on how everybody can easily help strays survive; highlighting which are the basic needs of an animal such as the necessity of receiving food, water and a secure shelter where to rest and recover away from dangers and bad weather conditions.

Additionally, children learned how important is to adopt responsibly, how important is to raise awareness for preventing animal cruelty abuse and how important is to report animal abuse and how important is to rescue lost or injured animals.

☀🐾 Only teaching children the respect and the pure love for animals, we might hope for a brighter future! ☀🐾

Our delegation in South Punjab is particularly sensitive to the topic of endangered species in the country, so much that they have prepared a project proposal aimed to enhance the conservation of the Indus river dolphin (Plantanista minor) in Pakistan through the engagement of local communities in citizen science-based data collection and livelihood enhancement. Simultaneously, the delegation plans to involve policymakers to develop effective dolphin conservation policies and develop a bi-national Indus River Dolphin Trans-boundary Conservation Action Plan, which is essential to the long-term conservation of the migratory species.

The Indus River dolphin, locally known as the Bhulan (pronounced bhull-an), is one of the world’s rarest mammals and the second most endangered freshwater dolphin that can be  found only in the Indus River in Pakistan and River Beas, India. These dolphins are grey-brown with a very long beak, a stocky body and extremely small eyes. Their poor vision has evolved as a natural outcome to living in murky water. Like other freshwater dolphins and fishes, they are an important indicator of the health of a river.

Many threats (*) contributed in the past and still contribute to the Indus dolphins’ decline:

HABITAT FRAGMENTATION AND LOSS

Their habitat has been reduced to only one fifth of its historic range and this because of the construction of barrages across the river that divert water for irrigation, which means little areas are left for the dolphins. The construction of barrages has resulted then in habitat fragmentation. Dolphins are no longer found in the lower parts of the Indus River due to water extraction, which dries up downstream channels for several months each year. Some dolphins that have moved downstream are unable to swim back upstream because of strong currents and barrages. Dolphins also become stranded and died without being rescued in over 37,000 miles of irrigation canals, particularly during the low-flow season.

FISHING

An intensification of fishing has also caused a large increase in dolphin deaths from entanglement in fishing gear in the last five years. Fishing nets are set for extended hours and often overnight. Dolphins get trapped in the nets and drown. This accidental capture of the dolphins is known as bycatch.

POACHING

Some communities who rely heavily on fishing think of the Indus River dolphin as competition for fish so poaching still occurs sporadically despite a ban on hunting.

POLLUTION

Untreated sewage from communities that reside along irrigation canals and the banks of the Indus River directly pollutes the water. Washing clothes and utensils in the river also causes pollution. Industrial pollution has allegedly caused a massive quantity of fish deaths in urban areas, which affects the Indus river dolphins’ food supply. Pesticides from sugarcane and cotton crops also pollute the riverbank.

The mission of the project is to end dolphin exploitation and slaughtering and work hard to preserve and restore this gentle species in its own environment.

The list of countries that brutally and cruelly kill street dogs and cats rather than using ethical methods to keep under control strays’ population is getting longer day after day.

The Pakistani government has been recently planning to cull 25,000 stray dogs within the next 60 days. The mass killing has started in the tehsils of Lodhran, Kehror Pakka and Dunyapur under the special directive of Commissioner Javed Akhtar Mahmood.

Many people across the world might not know it, but this is not a method recently introduced in the country. More than 50,000 dogs die every year on the streets of Pakistan and it is the government itself to order the mass killing and poisoning of the animals in almost every city of the country. They are shot or poisoned and then their dead bodies are collected by municipal workers, loaded and piled onto trucks for disposal. Karachi and Lahore have the highest rate of dog killings each year with over 20,000 dogs killed in these two cities alone. For smaller cities, the average rate per year is between 3,000 and 6,000 dogs.

Citizens still believe this cruel and inhumane method is the only solution and many take part in the killings by hanging or poisoning stray dogs on the streets.

As affirmed by Sonia Saher, who runs a sanctuary for rescued street dogs in Pakistan called Stray Animals Safety and Control Authority Pakistan (SASCAP) : “The government of Pakistan has no animal protection laws, no law on criminal offenses against animal abusers and an open policy of killing stray dogs on an annual basis.”

Pakistan being a signatory member of the World Organization on Animal Health (OIE) should ensure the five basic freedoms for animals:

  • Freedom from hunger, thirst and malnutrition by ready access to fresh water and food
  • Freedom from fear and distress by ensuring conditions and treatment which avoid mental suffering.
  • Freedom from discomfort by providing an appropriate environment including shelter and a comfortable resting area
  • Freedom from pain, injury and disease by prevention or rapid diagnosis and treatment
  • Freedom to express normal behaviour by providing sufficient space, proper facilities, and company of the animal’s own kind

We have decided to write to the Prime Minister Imran Khan and to the Minister of the Attorney General asking the following:

  • stop the legalized mass culling of innocent animals;
  • replace this inhumane practise with an ethical TNVR (trap-neuter/spay-vaccination- release) programme;
  • work on community awareness;
  • establish a cooperation with local and international NGOs that can provide expertise in stray dogs’ management.

WHAT YOU CAN DO FOR THE CULLING OF STRAY DOGS IN PAKISTAN?

✍️ Write a letter to the PM spm@pmo.gov.pk– info@pmo.gov.pk

You can copy or modify the text below but remember to be always polite! Our objective is to save dogs

“Dear Prime Minister Mr. Imran Khan,

I appeal to your kind attention asking to stop the legalized mass culling of stray dogs in your country. It is not acceptable that Pakistan, actively engaged in the United Nation, still uses in 2021 such a cruel and barbaric method against innocent sentient beings, involving in the killings its own citizens instead of educating the community to a pacific coexistence with animals. Please, replace this inhumane practise with an ethical TNVR (trap-neuter/spay-vaccination- release) programme, work to increase community awareness, cooperate with local and international organizations that can provide expertise in stray dogs’ management,  build shelters properly managed in order to keep under control the overpopulation of stray dogs and prevent diseases such as rabies. Follow the recommendations of OIPA and other organizations. Bring a positive change for your actual
and coming generations. Don’t hurt animals anymore.”
