Stray animals remain one of the most pressing animal welfare challenges across the European Union. Dogs and cats without families live in vulnerable conditions, exposed to neglect, illegal trafficking, disease, and uncontrolled breeding.

In this context, a new European Citizens’ Initiative calls for a harmonised legal framework to ensure ethical and sustainable management of stray animals, overcoming the current fragmentation among Member States and promoting minimum common standards.

OIPA ETS strongly supports this initiative and reiterates the urgent need for structured action at the European level.

“Stray animal populations cannot be addressed through emergency measures or temporary solutions,” states Massimo Pradella, President of OIPA International. “We need coordinated policies based on prevention, mandatory identification, sterilisation programmes, and responsible ownership. Only in this way can we break the cycle of abandonment and suffering.”

The proposed measures include structured sterilisation and vaccination programmes, compulsory microchipping and interoperable registries, stricter controls on breeding and trade, public awareness campaigns against abandonment, and greater support for local authorities and shelters.

According to OIPA, the absence of common minimum standards facilitates cross-border illegal trade and makes it more difficult to control uncontrolled reproduction. The issue also falls within the broader review of EU animal welfare legislation currently under discussion at the European Commission.

“Animals are not objects and must not be treated as commodities,” adds Pradella. “A coordinated European approach is essential to ensure uniform protection and to fully recognise animals as sentient beings.”

Alongside its institutional advocacy, OIPA works daily to combat stray animal populations through prevention programmes, sterilisation initiatives, rescue operations, veterinary assistance, enforcement activities carried out by its volunteer guards, and public awareness campaigns aimed at reducing abandonment.

What You Can Do ?

You can actively contribute to the fight against stray animal suffering by supporting the work of OIPA making a donation.

By specifying “stray animals” in the payment reference, you ensure that your contribution is allocated directly to this area of intervention. Your donation will support sterilisation programmes, veterinary care, rescue operations, prevention initiatives, and field activities aimed at reducing suffering and promoting long-term solutions for stray animals.

Through your support, OIPA can continue its work on the ground and provide concrete assistance where it is most urgently needed.

Food brings relief to dogs in Lebanon

Food brings relief to dogs in Lebanon. OIPA recently delivered a vital 600kg of dry food to dogs in need in Lebanon. 30 bags, each weighing 20kg, were distributed to our partner Back2life Dog Rescue and their tailed friends at the Shouf Dog Shelter.

This recent delivery of 600kg of dry food to dogs in Lebanon through our partner Back2life Dog Rescue is a crucial step in providing relief to these animals. However, it’s important to remember that this is just a small fraction of the ongoing need for nourishment for dogs in distress throughout the country. The challenges faced by these animals are significant, and consistent support is vital to ensure their well-being.

We urge everyone to consider contributing to our efforts, as every contribution, no matter how small, makes a real difference in the lives of these deserving dogs.

A Pawsome act of kindness for cats. Food donation for cats in Tuzla

Food donation for cats in Tuzla. In response to a heartfelt request from our member association, Wag Wag, in Bosnia and Herzegovina, we could not stand by without offering support. One of their dedicated volunteers, Amra, who cares for over 20 cats in Tuzla, was facing a severe economic crisis. Despite her own struggles, including often going without food, she had been feeding the animals with cooked pasta to prevent them from starving.

In order to help alleviate her burden, we provided about 50 kg of dry and wet cat food to support Amra and her furry companions during this difficult time.

OIPA celebrates International Cat Day with starving strays in Dubai

Today, August 8th, is International Cat Day! This special day was established in 2002 by the International Fund for Animal Welfare (IFAW) to celebrate our feline friends.

To mark this occasion, we’re sharing heartwarming photos and videos of stray cats in Dubai. Just yesterday, our dedicated volunteers delivered a massive 150kg of food to three labor camps in Al Khail Road, providing sustenance to over 300 hungry cats and kittens. Their selfless efforts spanned six hours.

You can help us continue this vital work by donating to our “Save a Stray” campaign. Even a small contribution can make a big difference in the lives of these vulnerable animals. Your donation will be used to purchase food for stray cats in need.

Let’s come together to celebrate International Cat Day by supporting strarving strays in Dubai

OIPA sponsors a cat vaccination campaign at Tishk university

OIPA sponsors a cat vaccination campaign at Tishk university. Our member association KOARP – Kurdistan Organization for Animal Rights Protection was called to participate and support some educational and awareness activities during an event, a day dedicated to animals under the slogan “Animals have rights to live on this planet as humans have”, organized for the students at Tishk University.

Dr. Tameer participated to a panel discussion to talk about the situation and condition of stray animals in Iraq and Kurdistan region. Additionally, the president of the University gave a speech about the role of animals on this planet and how Islam effectively considers them in Koran. The speaking was followed by a presentation about toxoplasmosis and how this zoonotic disease can be transmitted from cats to humans.  At the end of the lecture, students and speakers received a certificate of appreciation and participation.

During the afternoon, students were involved in following KOARP’s activities on field. OIPA International sponsored the ‘CatVax’ community project aimed at providing vaccination to around 20 street cats living inside the university camp. The campaign included deworming, eye and ear cleaning, nail clipping, external parasite spraying and vaccination (for a total amount of 700 €).

OIPA International donated 100 kg of dry and wet food to Rajka, a volunteer who works tirelessly to give shelter and take care of stray cats in Banja Luka, Bosnia Herzegovina.

At the end of March, we posted the request for help of our member association Wag Wag that was asking support for this sweet lady. Rajka takes care of over 100 cats, including an outdoor feline colony on the territory of the local agricultural school. A place where cats could roam freely in nature, loved by students and protected from traffic. Unfortunately, school authorities suddenly ordered the cats to be “removed” because they were deemed to be causing problems in the greenhouses. Rajka had to relocate the colony cats but she found temporary accommodation for 30 of them indoors. Given the large number of cats, food costs are significant to handle for a single individual, and we must add expenses for litter, cleaning, and other care items, which have increased drastically.

Thanks to our supporters who participated to the fundraising campaign in aid of stray animals in the region of Kurdistan – Iraq, we sent a first donation of 500 EUR (we know that it is not much!) to our member association KOARP Kurdistan Organization for Animal Rights Protection. The entire amount was used by Dr. Sulaiman Tameer, vet and founder of the organization, to buy medicines, vaccines, wound disinfectant, vitamins, de –worming and equipment like gloves and syringes useful for the daily activity of KOARP aimed at rescuing seriously ill or on the verge of death animals in Duhok Province between January and February 2024.
In addition, a part of our donation was used to purchase 100 kg of dry food for dogs and cats.
KOARP was finally able to treat 37 stray dogs, 19 street cats, 11 different birds and 1 wild animal most of them hospitalized for prophylactic treatment, vaccination, wound treatment, de-worming, weakness, mange, diarrhea, eye infection, fracture and external parasites while 35 stray animals were fed.
Our goal is to cooperate with KOARP on long-term projects, including spaying/neutering programs for stray animals, educational activities, vaccinations and medical care for domestic and wild animals.

All this was possible thanks to your support, because every donation can be a lifeline for animals in Kurdistan.

A volunteer in Banja Luka, Bosnia and Herzegovina, messaged us asking for help for feeding the 60 animals she looks after all alone. Without financial resources, she cannot rent a field or establish her own non-profit therefore she uses her house as a shelter for street cats and dogs who have been abandoned. Abandonment is a plague in Banja Luka and in the rest of Bosnia. Animals are dumped everywhere whether they are sick, pregnant, old, or even if they are just few days old. At the moment, Diana is fostering 11 dogs and almost 50 cats, including kittens and puppies… but don’t worry! Adults are all vaccinated and sterilized and the young ones are just waiting to be old enough to be spayed and neutered. The adoption rate is very low in Bosnia and Diana ended up to keep all these pets at her place to secure them care and a safe environment.

Thanks to the project ‘Save a Stray’ we purchased 81 kg of dry food for cats and dogs (49 kg cat food – 32 kg dog food) that has been delivered to these needy animals.

Volunteers of Bir Pati de Sen Tut in Turkey, OIPA’s member league association, recently had to deal with an emergency rescue activity. In one of their usual feeding spots, far from the urban center, they found 2 abandoned pregnant dogs who gave birth to 10 puppies. After this first emergency, a new one followed. 8 more puppies were abandoned in the same area, leaving volunteers to care for 2 mother dogs and 18 puppies in total.

After some weeks from the rescue, 15 puppies received their first vaccination, deworming and flea-tick treatment. 3 puppies were sick so they could not be vaccinated so as mother dogs who have to stop breastfeeding first.

OIPA will help Bir Pati to cover some veterinary costs, which include the second shot of DHPP vaccine and rabies vaccination for the 18 puppies and DHPP vaccination of the two mothers.

However, to guarantee dogs’ complete protection against diseases some expenses are still out: 2 shots kennel cough vaccinations for puppies, 1 kennel cough and 1 rabies shot for the mums and their sterilization. Each vaccination costs 15 EUR and both sterilization 500 EUR.

With a small contribution, you can help us protect these needy dogs.

UPDATE – APRIL 2024

Do you remember the 18 puppies and the two females found abandoned by Bir Pati de Sen Tut volunteers in one of their feeding spots in Turkey?
Today, we share with you a very good news.
Our member association sent us videos showing some of the puppies receiving their second shot of vaccine.
We are glad to have contributed with our supporters to protect them from diseases.
